Grant to the U.S. Secretary of War Henry L. Stimson. Cantwell then informs Truman that he will be in Washington D.C. the following week to meet with J. C. Nichols. In the enclosed letter, Grant lists the economic and social advantages of selecting Kansas City to build a new factory for airplanes.

A letter from J. C. Nichols to Senator Harry S. Truman in which Nichols attaches a letter he wrote the same day to Senator Arthur Capper. In Nichols's letter to Capper, Nichols asserts that the federal government should not be wasting building materials on the construction of new federal offices in Washington D.C. when those materials are needed for defense. Instead, Nichols proposes that the government avoids a surge of unsustainable workforce growth in Washington D.C. by dispersing these federal jobs throughout the country in the vacant office buildings of other American cities.
