Their pockets are stuffed with local infrastructure contracts. Spectators to the circus include Henry F. McElroy, Alfred N. Gossett, Charles H. Clark, Bryce B. Smith, Ruby D. Garrett, Elliott H. Jones, Byron Spencer, Frank M. Eviston, James B. Shoemaker, and Joseph B. Shannon.
